Counseling Department, University of Northern Iowa Where the British substance abuse counselors stress harm education, Americans emphasize abstinence and punishment over prevention efforts. A contrast in the dual approaches has become evident through a social work department international exchange program. This paper focuses on heroin use and argues that much can be learned from both positive and negative experiences surrounding its control.
