What does social welfare produce?University of Maryland, Baltimore, 525 W. Redwood Street, Baltimore, MD 21201, USA, rdolgoff{at}ssw.umaryland.edu In many parts of the world unemployment and budget concerns militate against the humane goals of social welfare.
